SALARY RANGE: $65,000 – $72,500 / year 

FULL-TIME/PART-TIME: Full-Time 

WORKWEEK: 9:00 a.m. to 5:00 p.m. (35 hours/week). May be required to work flexible hours as needed to support events and programs that may occur outside normal business hours.

JCFPL is the largest municipal library in the State of New Jersey, with ten locations and growing, and a collection comprising over 2.5 million print and digital items. About the Position 

The JCFPL is seeking a bright, dynamic, outgoing and collaborative individual to coordinate the execution of the functions of, and support, supervise, and lead a Communications & Marketing team of five staff members.  

With guidance from the Public Information Officer, the Communications & Marketing Supervisor supports the implementation of departmental objectives and is responsible for coordinating their own efforts, as well as the efforts of department staff, in carrying them out. 

The ideal candidate will have a facility with and enthusiasm for a wide and ever-growing range of communications and marketing principles, methods, and tools; a willingness to learn and grow as the leader of a team with responsibilities as an individual contributor; an energetic approach to serving as a knowledgeable internal resource; courtesy, flexibility and a sense of humor. This role focuses on the execution, coordination, and supervision of communications and marketing initiatives and does not serve as the Library’s primary media spokesperson or records custodian.

Specific Job Duties: 

  • With guidance from the Public Information Officer, support the implementation of Communications & Marketing Department objectives and the processes, procedures, and methods by which they are carried out, in alignment with available resources and priorities. 

  • Ensure that the priorities of Communications & Marketing align with and support Library priorities; encourage the identification and support of emerging priorities. 

  • Set clearly defined, measurable goals for progress within Communications & Marketing that align with and support the Library’s organizational priorities and identified areas of impact. 

  • Oversee and/or effectively delegate the timely measurement of progress toward identified goals. 

  • Oversee and/or effectively delegate the execution of the functions of Communications & Marketing, including:  
    •  distribution of public-facing information via Library-owned and third-party platforms, including websites, social media, broadcast/streaming media, print materials, paid advertising, earned media/press, etc.; 
    • creation, review and evaluation of copy, graphic designs, and audiovisual assets for policy and content; styling of informational and promotional materials; assessment of the value and effectiveness of written, graphic, and audiovisual material in achieving the Library’s information and program objectives; 

    • supporting media-related initiatives as directed, including drafting materials and coordinating logistics for press activity under the direction of the Public Information Officer; 
    • content, front-end and back-end functions, and compliance for Library-owned web platforms, including www.jclibrary.org and associated websites; 
    • coordination and direction of public-facing events to familiarize external stakeholders with Library activities; 
    • collection, evaluation, and publication of statistics and data to support Library communication and marketing objectives; 
    • development and implementation of public surveys to identify community need and/or consumer interests, attitudes, and habits; 
    • dissemination of up-to-date information about the Library’s resources, staff, and operations to patrons and other relevant audiences ensuring public-facing content follows established Library policies and approved guidance, while maintaining confidentiality of protected or sensitive information. 
  • Oversee the supervision and monitoring of the output and work-related activities of employees in the Communications & Marketing Department, in the fulfillment of their assigned duties. 

  • Responsible for reviewing and approving employee timesheets, overseeing scheduling and attendance, supporting performance management processes, and carrying out other related managerial and administrative duties as required.  

  • Identify and build new and/or improved processes to sustain achievements and support future progress towards identified goals, particularly in the context of Communications & Marketing. 

  • With the oversight of the Library Director and/or as directed by the Public Information Officer, assist in planning and monitoring assigned departmental and/or project budgets. 

  • Oversee and/or effectively delegate the provision of training to the staff of Communications & Marketing in principles, practices, and methods to support the execution of their assigned duties. 

  • Oversee and/or effectively delegate the provision of training to Library leaders and staff in principles, practices, and methods to support their contributions to the execution of the functions of Communications & Marketing. 

  • Within delegated authority and/or as directed, establish and maintain collaborative working relationships to maximize the effectiveness of Library partnerships, with current and prospective stakeholders. 

  • Contribute to and model standards and practices for the delivery of high-quality customer service, both internally and externally.

    • drafting and editing of copy, graphic elements and design, visual materials, and audiovisual productions; 
    • coordinating informational programs and supporting communications initiatives, including assisting with materials for interviews or public events as directed; 
    • content, front-end and back-end functions, and compliance for web platforms; 
    • collection, evaluation, and publication of statistics and data to support communication and marketing objectives; 
    • compliance with applicable Library policies, procedures, and approved guidance related to the dissemination of public information, as well as industry best practices; 
    • mastery of spoken and written English grammar, vocabulary, and spelling; confidence to utilize the English language with the skill and discrimination necessary to prepare verbal and written communication that is understandable to individuals with varied educational levels, occupational interests, and backgrounds. 
  • Broad knowledge of and ability to apply the principles, practices, and methods of setting clear expectations and delegating responsibility, particularly in the context of the job duties, competencies, and/or objectives of employees within Communications & Marketing. 

  • Broad knowledge of and ability to apply the principles, practices, and methods of sound project management.

Required Experience: 

  • A minimum of two (2) year's experience in a communications field such as media, public relations, or marketing.  

Preferred Experience/Education: 

  • Bachelor's degree in marketing or communications is strongly encouraged to apply. 

  • Minimum of one (1) year in a supervisory or project management role. 

  • Knowledge of Jersey City’s population, geography, and/or local government. 

  • Experience and familiarity with urban public libraries. 

  • Facility in a non-English language spoken in Jersey City (such as Spanish, Hindi, Arabic, Tagalog, etc.).
